Function validate_nonce 

pub fn validate_nonce(nonce: &str) -> Result<(), NonceError>

Checks a request nonce: canonical padded base64 decoding to at least MIN_NONCE_BYTES.

A verifier cannot measure entropy, so this is the whole of what it can check.

Errors

Returns a NonceError describing the first rule the nonce breaks.
