Function async_std::os::windows::fs::symlink_dir

This is supported on Windows and unstable only.

Creates a new directory symbolic link on the filesystem.

The dst path will be a directory symbolic link pointing to the src path.

This function is an async version of std::os::windows::fs::symlink_dir.
