Parse a NAMESPACE buffer without evaluating it.

The underlying R parser remains total and lossless. Calls in namespace directive positions are retained even when unsupported; other expressions in those positions become Malformed entries. Namespace diagnostics do not replace or suppress ordinary R syntax diagnostics.
