Read one # comment as a directive.
None for every comment that is not one — including a comment that merely
starts with the word arity. A tool prefix (arity-lint, arity-format,
and the deprecated arity-ignore/arity-ignore-file) is unambiguous intent,
so a bad tail there yields Parsed::Malformed; a bare arity is only a
directive when a verb follows, because prose about arity is otherwise
indistinguishable from a typo’d one.
