Versioned public artifacts shared by Arete generators, clients, and the hosted control plane.
Composite stack ASTs are accepted only through decompose_legacy_stack
and normalize_legacy_stack_v2. New authoring should construct typed V2
artifacts with author_stack_v2 instead.
