Macro vm_effect

macro_rules! vm_effect {
    ($name:ident { $($field:ident : $val:expr),* $(,)? }) => { ... };
}

Creates a VmEffectData.

This is mostly useful for testing expected effects, and is expected to be compared against a VmEffect.

Example
