Updates the body of an existing PR review comment.

Used when a duplicate comment is detected but its body differs from the previously posted version; the existing comment is PATCHed in place rather than posting a new one.

Errors

Returns an error if the API request fails. 404 errors (comment not found) are treated as success (idempotent).
