Module pack 

andysu pack: turn a payload directory into a release (content-addressed blobs, deltas against earlier releases, and a release JSON) inside a site directory.

Payload directory layout:

andysu-payload.json        descriptor (spec/schema/payload.schema.json)
dex/*.dex                  JVM code (any *.dex is kind=dex)
lib/<abi>/*.so             native libraries (renamed lib<name>.<hash8>.so here)
anything else              content
