Removes a sibling partial file left by an interrupted transactional export.

A partial a live export holds is not touched. Returns false when no partial exists.

Errors

PARTIAL_OUTPUT_IN_USE when a live export holds it; an encoder error for an invalid target path or a file-system failure.
