Decodes Vulkan frames without mapping, downloading, or uploading their planes.

Checks image, layout and timeline state, pool reuse, and decode after a seek. It opens its own device and decoder instead of crate::NativeExportDecoder to observe FFmpeg’s surfaces directly.

Errors

Returns an error if Vulkan decode is unavailable or a frame breaks the resident-surface contract.
