Reports the encoders usable by the native sinks: the linked FFmpeg’s, and OpenH264 when installed.

A hybrid encoder has one entry per mode. Order is usable hardware first, then software in FFmpeg’s order, then OpenH264; exactly one entry per codec is marked preferred.
