Initializes an FFmpeg Vulkan device context over an application-owned device.

Safety

info.instance, info.physical_device, and info.device must be live handles of one Vulkan instance, physical device, and logical device, created with the queues, features, and extensions info names, and must outlive the returned context. FFmpeg loads entry points through them and submits to their queues.

Errors

Returns an input error for invalid extension names or an FFmpeg error when the external device context cannot be initialized.
