Reads a sandbox bundle URI, refusing anything an image build would only reject later.
The token is accepted in the bucket alone. A key-position token would name an object that does not exist, and any other brace is a typo that would otherwise reach S3 verbatim and fail ~160s into the build — which is the failure this whole check exists to move to plan time.
