@brief Install a RAFT CUDA stream pool on a resources handle, replacing any existing pool.

The pool owns its streams for the lifetime of res or until the pool is replaced. RAFT algorithms may issue work and device allocations on these streams. Synchronize work and retire any external stream attachments before replacing the pool or destroying res.
