@brief Borrow a CUDA stream from a resources handle’s RAFT CUDA stream pool.

The pool owns the returned stream for the lifetime of res or until the pool is replaced. RAFT algorithms may issue work and device allocations on it. Index must be less than the pool size reported by ::cuvsResourcesGetStreamPoolSize.
