Module array 

Typed device and host array views over cuGraph allocations.

• DeviceArray<T>: owning device array, freed on drop
• DeviceArrayView<'a, T>: non-owning device memory view bound to 'a
• HostArrayView<'a>: non-owning host memory view bound to 'a

The element type T: CugraphElement is verified against the native array data type on creation.
