Format (sits alongside the bare-key scope aliases):
# bare entries remain positive scope aliases (load_scope_aliases)

# new: exclude sets keyed under a dedicated table
[exclude_sets]
tests = ["**/test_*.py", "tests/**", "**/*_test.go"]
generated = ["**/generated/**", "**/*_pb2.py"]--exclude-set tests on the CLI expands to those globs and merges
into FtsFilters::exclude_paths. Returns an empty map when no
[exclude_sets] table is present (or when the file is missing).
