asd trace -- <cmd> [args...] — run a Python program under the ASD
runtime tracer (tools/asd_tracer.py), then ingest the resulting JSON
report into ASG as Trace records. Updates each symbol’s EffectDecl
verification block to reflect what the tracer actually observed.
