Every action the runtime tier puts to a PolicyEngine.
Enumerable for the reason api::a2a::action::ALL is: a deployment has to be
able to list what it must write rules for, and an implementor has to be able
to see that effects are not the whole of it. A served surface asks its own
actions beside these.
