Reading which runs are executing right now.
Its own verb rather than a widened RUN_LIST, and the reason is that
the two answer from different places about different things.
RUN_LIST reads the journal’s outcome index, so it answers only for
runs that have concluded; this reads the tenant’s admission slots, so
it answers only for runs that have not. A deployment that granted an
on-call rota the ability to see finished work has said nothing about
whether they may enumerate what is in flight, which on a busy plane is a
far better map of what a tenant is doing.
