Construct the complete public Runtime transport surface.

REST commands, replayable SSE, and execution-scoped WebSocket upgrades are registered independently. Both streaming protocols resume from a committed Journal sequence; WebSocket client commands are restricted to submit-input and cancel for the execution encoded in the route. Agent definitions cannot add routes or listen on ports.
