Stable protocol v1 builder for a session/resume request, returned by ConnectionTo::resume_session and ConnectionTo::resume_session_from.

The BlockState parameter mirrors SessionBuilder:

• NonBlocking exposes on_session_start.
• Blocking, selected with block_task, exposes start_session.

Unlike SessionBuilder, this builder has no with_mcp_server and no proxy helpers (on_proxy_session_start, start_session_proxy). To add an MCP server to resume requests a proxy forwards, use with_mcp_server on the proxy’s v1::Builder.
