Stable protocol v1 builder for a session/load request, returned by ConnectionTo::load_session and ConnectionTo::load_session_from.

The BlockState parameter mirrors SessionBuilder:

• NonBlocking exposes on_session_start.
• Blocking, selected with block_task, exposes start_session.

Session routing is installed before the request can reach the peer, so replay notifications sent before the response are kept on the restored ActiveSession.

Unlike SessionBuilder, this builder has no with_mcp_server and no proxy helpers (on_proxy_session_start, start_session_proxy). To add an MCP server to load requests a proxy forwards, use with_mcp_server on the proxy’s v1::Builder.
