Error types for the Affidavit provenance layer.
§Operator error-code matrix: PQC naming deltas (0xE301-0xE303)
The operator matrix names map onto the two PqcError definitions in this
crate as follows. Names were NOT mass-renamed; this table is the mapping of
record.
