Fail-closed MCP client over Streamable HTTP: administrator-allowlisted
HTTPS endpoints, credential references resolved by the host, product
authorization before any I/O, tenant-scoped audit that makes calls
idempotent, per-call timeouts and a circuit breaker. Exposed to the loop
as McpClientPlugin.
