The event method the host pushes a rotated capability token on.
The plugin side listens for it and replaces the token it presents on
subsequent requests, so a rotation never costs the plugin a failed call.
Args are {token, expires_at, granted_caps}; the grant list rides along so
a plugin can log (or degrade on) a capability it just lost instead of
discovering it through a capability_denied.
