The ceiling covers a kernel that keeps issuing calls on long-lived lanes and
is a backpressure valve, not a lifetime quota: after each drain the kernel
trims settled promise records to MAX_SETTLED_PROMISES and
MAX_SETTLED_BYTES, and completed jobs are removed immediately.
