Core of the Active configuration and data language.
Provides the lexer, parser, IR, dependency graph, evaluator, type system and diagnostics that the rest of the Active toolchain is built on.
This release is a pre-alpha foundation: it establishes the crate and its public surface. The implementation lands in subsequent versions, and the API is not yet stable.
