acme-proxy admin … — the web admin’s operators and their sessions.

This is how the panel is bootstrapped: it has no sign-up page and never will, so the first operator is created here, from a shell on the host.

The password never goes in argv

There is deliberately no --password flag. argv is visible to every process on the host via ps and is routinely written to shell history — the same reasoning upstream register already applies to the EAB secret, and pinned by the same kind of negative test. A password arrives either through --password-file or on stdin.
