classify_under_revocation with the receipt-key status of the
placing receipt (RFC-ACDP-0014 §7 step 1, 0.5.0). Under the strict
profile (accept_historical_receipt_key == false) a receipt verified
under a ReceiptKeyStatus::Historical key cannot place the context:
it is unplaceable (§7 step 4) and fails closed. true is the named
non-strict mode
