Grades an executor with a CallContext you supply.

Every served invocation attaches one, so an executor that enforces ctx.tenant() or ctx.caller_identity() needs the same shape here or it is grading a configuration it will never meet. Without this, such an executor either refuses everything the harness sends — and is reported as broken — or is graded against a context the server never produces.
