Write text used in the path part to a mutable Vec<u8> reference and return the encoded data slice.

The following characters are escaped:

C0 controls and,

• SPACE
• "
• #
• <
• >
• ?
• `
• {
• }

and all code points greater than ~ (U+007E) are escaped.
