The ID of this record is referenced by BreakpadLineRecord. File records are not necessarily
consecutive or sorted by their identifier. The Breakpad symbol writer might reuse original
identifiers from the source debug file when dumping symbols.
Example: FILE 2 /home/jimb/mc/in/browser/app/nsBrowserApp.cpp
