Opens the serial port specified by the device path using default settings.

The default settings are:

  • Baud: 9600
  • Data bits: 8
  • Flow control: None
  • Parity: None
  • Stop bits: 1
  • Timeout: 1ms

This is the canonical way to open a new serial port.
