Edit rocfl configuration
The config file can have one global section, [global], that defines defaults across all configurations, and any number of named sections, [NAME]. Each section can define any of the following properties: author_name, author_address, root, staging_root, region, bucket, and endpoint.
Global configuration is always active, and named configuration is activated by invoking rocfl with ‘-n NAME’. When resolving configuration, command line arguments have highest precedence, followed by named configuration, and finally global configuration.
