Server-push or fire-and-forget message with no response (no id).

Used for notifications.new, jobs.progress, state.changed (Agent → Client) and, when needed, request-shaped Client → Agent messages that don’t want a response (none currently — kept here for symmetry with JSON-RPC 2.0).
