Indicates that all outstanding load requests have been satisfied. This finalizes all the new classes loaded and optionally completes deferred library futures.

Requires there to be a current isolate.

\param complete_futures Specify true if all deferred library futures should be completed, false otherwise.

\return Success if all classes have been finalized and deferred library futures are completed. Otherwise, returns an error.
