Function mangling::mangle

Takes an IntoIterator over u8 and produces a String that is safe to use as an identifier in the C language.

The length of the output string in bytes:

• is always longer than the input string,
• is at most five bytes for one-byte inputs, and
• is at most 3.5 times as long as the input for any multi-byte input.
