FlatGeobuf for Rust

Rust implementation of FlatGeobuf.

FlatGeobuf is a performant binary encoding for geographic data based on flatbuffers that can hold a collection of Simple Features including circular interpolations as defined by SQL-MM Part 3.

Usage
