Zero-trust commercial license verifier.
Replaces coreason_runtime/execution_plane/license_verifier.py.
Validates CommercialOverrideReceipt structures by enforcing:
- Temporal bounds (expires_at_epoch)
- Ed25519 cryptographic signatures
- Hardware fingerprint (zk-SNARK) binding
- Production licensing guards (Fix #308)
Zero Waste: Ed25519 via ed25519-dalek, SHA-256 via sha2.
