Macro claims::debug_assert_lt

macro_rules! debug_assert_lt {
    ($($arg:tt)*) => { ... };
}

Asserts that first expression is less than the second in runtime.

Like assert_lt!, this macro also has a second version, where a custom panic message can be provided.
